Advisory Board Minutes from March 1, 2005
Present: Jane Braun, Sue Tesdahl, Kathy Beasley, Kim Martinez, Ben Murray, Monica Mauer, Marg Yaroslaski, Patty Miller, Paula Condol

Agenda:
- Jane reminded everyone about the NCA Board elections and the corresponding seats up for renewal and for all to think about potential candidates.
- Jane reported on the RCAC Retreat, held in Corpus Christi, TX at the end of February. She said the retreat went well, and they concentrated on plotting out a new 5- year plan associated with the new RFP, which has yet to come out. Jane said that the Midwest region is doing very well and is the only region in which all states are fully chaptered. Jane mentioned potential trainings (MDT) that will be discussed in more detail once the RFP has been awarded.
- Kim contacted all CAC’s in the Midwest with the exception of four, in order to survey training needs. The resulting top five (5) needs are as follows in order: 1) Working on Standards/Accreditation, 2) Strategic Planning/Retreats, 3) MDT Training, 4) Funding (constant struggle with all) and 5) Director Turnover. Kim stated that throughout her surveying, she learned of 5-10 Director replacements that the Regional had no knowledge or notification of. Because of this, Kim asked everyone to let the Regional office know when new center Directors are hired so that we can be sure to reach out and let the new hires know who we are and what purpose we serve. Kim said overall, centers in the Midwest Region are doing great and many are in the re-accreditation process.
- Kim also reported that NCA n.e.t. letters are being sent out March 3rd, for application of videoconference partial funding. RCAC’s will decide on who gets funding. Kim reported that over the last 2 years, 1200 people have attended NCA n.e.t. calls.
- Jamie Caperton will be on the April call to discuss the Harley Ride.
- Jane requested that each chapter send her a copy of their chapter meeting notes so that she can be aware of each state’s activities aside from the limited time given during Advisory Board calls. Jane said that this will be important when it comes to allocating funds state to state within the region, dependent upon state needs.
State Updates:
Ohio: Ben reported legislation passed for $5,000 from the Children’s Trust Fund, to be allocated for developing centers and was signed by the Governor on February 1, 2005. Ben also reported that he and James Landon will be relocating their office into a new CAC in Columbus, despite the fact that James has accepted a new position with ONCAC and Ben will be hiring a replacement. Lastly, Ben stated that the Ohio Supreme Court has contracted with them to provide training to Guardian At Litem’s in Ohio.
Iowa: Sue reported that the Governor has put $100,000 into his state budget for money that would go toward CAC’s, and an additional $200,000 would also be allocated pending a $0.80 tax increase on tobacco. Lynn County is working on building a Drug Endangered Children’s team headed by a County Sheriff, who was able to get a motor home donated to the team to be used for decontamination, beginning sometime in March or April. Lastly, Sue reported that the Iowa state chapter is currently trying to develop an informational video about CAC’s in Iowa.
Minnesota: Patty reported that the next MN state chapter meeting will be on March 7th where they will be discussing the chapter’s long term plans, strategic planning, developing members, infrastructure, and planning their state chapter retreat scheduled for the end of June.
South Dakota: Monica reported that she and Lisa Thompson have been trying to arrange a meeting time due to some turmoil with the Indian Reservations in South Dakota where CAC’s are located. Because of this Rich Kaplan and Jane Braun from the Regional office, will be going there in the near future, to help out, along with the USA’s office, FBI and IHS while this situation is in transition.
North Dakota: Paula reported that their state chapter is meeting next week and are in the process of developing a statewide informational brochure on CAC’s in the state. North Dakota is also trying to get legislation passed that will financially support CAC’s within the state. Paula also excitedly reported that the CAC in Fargo, currently a NCA Associate Member, is in the process of moving forward to become a Full Member.
Illinois: Kathy stated that the Governor of IL will be cutting funds a bit that would more than likely have gone towards CAC support. On the bright side, however, there are three communities within the state that are interested in starting-up CAC’s. If this would happen, that would bring the state close to being covered 100%. In May, the state chapter will be sending all CAC director’s to the state Director Retreat where the focus will be on financial planning. Kathy also mentioned that there are three legislative efforts in progress and that the state chapter will be soon be hiring a new Membership Coordinator.
Kansas: Marg reported that she will be facilitating a presentation on the “nuts and bolts” of CAC’s at the Governor’s/Attorney General Victims Rights Conference in May, which will take place in Witchita, KS.
