Advisory Board Minutes from February 1, 2005

San Diego:
Jane reported to everyone that the “Ely Document”, the result of collaboration between doctors from around the region, setting guidelines for sexual abuse evaluations for medical professionals, was presented in San Diego as part of a presentation with similar documents from California and Virginia. Jane said it was well received and a final copy of this document will be posted on the MRCAC website.
Jane also reported that Ron Laney, the Assistant Director at OJJDP and Lou Ann Holland, our Grants Monitor, were also in San Diego and reported that the new RFP has been written and will be released at the end of February. All those applying for the RFP have a 45-day turnaround. August 1, 2005 is the anticipated award date.
Kim reported that she has started to call each CAC in the region to survey training needs for each state. She has completed calls to North Dakota and South Dakota.
State Updates:
Illinois: Mark reported that they have a session of Finding Words at the end of February. The State Chapter Board is also going through a Strategic Planning Process to take a comprehensive look at their programs and what needs are not being met. The Board will also be having a retreat in May.
Kansas: Marg reported that Sally Finney, President of Sunflower House, is resigning and moving to Chicago. Marg said getting legislature passed will be difficult without Sally Finney, as she was a great voice in the process. Because of the forthcoming vacancy, and the relatively young State Chapter, Marg said she is to remain as the Kansas State Chapter President through this year.
Iowa: Barb reported that Jane Braun had come to visit them at their State Chapter meeting in January. The four hospital based CAC’s in Iowa are collaborating together for monies from the legislature. They have a lobbyist, who works from Blank Hospital in Des Moines, helping them in this effort. The original proposed amount was $3.2 million, and currently have only been approved $1.2 million, which would allow $250,000 for each CAC to use toward new training programs.
Michigan: Darcy reported that their State Chapter is trying to put together a State Advisory Committee. A retired State Senator is assisting lobbying efforts by helping the put together a summary of CAC info to present to Congress in a comprehensive manner. The summary will include such items as CAC statistics and a map of the state showing where the CAC’s are located. Darcy also said they continue to expand SANE training and use in medical exams.
Missouri: Greg reported that they’ve hired an Executive Director for the Chapter, Jay Wood. Greg said Jay is a great addition and is looking forward to working with him. Greg also stated that they hired a new Chapter Director of Training as well. The person in this position is helping create a standardized system for conducting Forensic Interviews state- wide. The goal is to have everyone use the Finding Words model. They are also trying to create Peer Review system state-wide as well. The Training Director is also helping to re-organize a group of SANE nurses that make up SAFE Care Network. Missouri is also making attempts for financial assistance from their state legislature as well, and Greg stated that their original proposal amount of $2.5 million is currently being considered as $1.6 million award. Greg said they will keep trying to gain the original $2.5 million proposal.
South Dakota: Monica reported that their new State Chapter is currently developing infrastructure, they continue their work on NCA accreditation and that the Director from the CAC in the Black Hills has resigned.
Minnesota: Patty reported that the State Chapter met via videoconference in January and has their next scheduled meeting in March. They will be holding a retreat in June, where Betsy Goulet will be facilitating. The retreat will include Ad Hoc members from the MN County Attorney’s Office, Attorney General’s Office, Department of Public Safety, Department of Human Services and various board members from each respective CAC. Patty also reported that MN has developing centers in Winona, Rochester and Bemidji. Victor Vieth, located in Winona, has been working on getting money legislated out to CAC’s throughout the state, despite the fact that the outlook is dismal given the reported State budget.
Wisconsin: Brenda reported that a new CAC in LaCrosse will be opening its doors this spring and is excited about the addition. The State Chapter also created, and now has, a website up and running. This project was completed just before the Holidays.
Ohio: Via email, Ben Murray reported the following: “This will be our 9th time to present the forensic interviewer
training and we have 8 more training scheduled. Also in Ohio there has been no training for attorneys who are appointed as GALs. The Supreme Court is mandating a minimum training for attorney, with required yearly
follow-up training. We are negotiating with the Court to provide that training, which would provide us with income to support an educational coordinator, so I am very hopeful”.
